The Common Operating Environment (COE) Reference Architecture introduces a common language, frame of reference and set of standards for agencies’ desktop migration and upgrade strategies. It is expected that government agencies and vendors will utilise the reference architecture.The COE Reference Architecture is approved by the Government Enterprise Architecture Group (GEAG).

Supporting the ICT Strategy focus area of Information (previously Information as an Asset) an Excel template and a guideline document have been developed collaboratively with agencies. This template is intended as a starting point for agencies to create an Information Asset Catalogue, or Register.
The Information Discovery Process is designed to assist agencies populate their Information Asset Catalogue but can be used for any information discovery work such as at the start of a project. It enables information to be discovered and structured consistent with the GEA-NZ Data and Information Reference Model and Taxonomy.
