Passport fee questions and answers as of 30 November 2015

When are the new fees effective from?

The new fees apply to applications for passports lodged from 30 November 2015 as specified in the Passport (Fees) Regulations 2015.

Why are we introducing the new fees?

Passport fees help DIA pay for the passports service, passport books and the child subsidy. This includes the ongoing commitment to upgrading passport security and technology to stay ahead of counterfeiters and identity fraud.

As adult passports will be valid for twice as long from 30 November, DIA will not need to issue as many passports and so the price of passports needs to be changed.

Why weren’t all of the new fees announced at the same time as the transition to 10-year passports?

When the Government announced its intention to change the law to allow for 10-year passports, the adult passport fee and the intention to retain the child subsidy was also announced. This was done to provide reassurance that when 10-year passports became available, they would remain affordable for Kiwi travellers. The new fee structure was then formalised in the Passport (Fees) Regulations 2015. These regulations are subject to standard regulatory process, including Cabinet debate, before being finalised.

This process is separate to the legislative process undertaken to bring in 10-year passports.

The 10-year passport book looks the same, why will it now cost more than the current five-year passport?

The fee for a 10-year adult passport has been set at NZD$180.00, reflecting the Government’s desire to keep passports affordable, while taking into account lower overall 10-year passport volumes and the need to maintain the child subsidy (from fewer adult passports).

Why are child passports going to be more expensive when they are valid for the same period of time?

As the price of adult passports is changing from 30 November 2015, the price of a child passport will also change.

Child passports are subsidised at 42 percent by the revenue of adult passports so they are more affordable for families.

This 42 percent subsidy will remain after 30 November 2015.

While there is more effort associated with issuing a child passport as there are more steps in the process, this effort is covered by the subsidy.

Can I pay less and get a five-year passport?

No. All New Zealand adult passport applications received from 30 November 2015 will be processed as 10-year passports.

Why will online applications now cost the same as paper applications?

DIA has simplified the pricing structure for passports and travel documents by setting the fee for all standard adult passports at NZD$180.00 (including GST).

Why are passports less expensive if I am applying online from overseas?

You are not charged GST if you are resident overseas. The overseas fee is the online fee for New Zealand residents minus GST.

Was an announcement made? If so, where?

Internal Affairs Minister Peter Dunn issued a media release on 10 November 2015 and information was posted on www.passports.govt.nz. Travel agents and other relevant organisations have been advised of the increase. The Passport (Fees) Regulations 2015 are available at: www.legislation.govt.nz.

Do the new passport fees apply to everyone?

The new fees apply to everyone, without exception.

Is there any chance the fees may be reduced in the near future?

We review our fees every few years and they are set by regulation to reflect changes in our costs. The fees will be reviewed again in 2018.

Is the New Zealand passport good value?

The fee for the New Zealand passport broadly reflects the cost of the document and the passport service. The fee compares well to countries that Kiwis travel to most and that have a close relationship with us.

Can I get more pages for my 10-year passport if I fill it with visas before it expires?

We cannot add extra pages to a current passport. If you fill your 10-year passport you will need to apply for a new passport.

What happens if I change my name in the next 10 years?

We cannot change the name in a current passport. If you need to change the name in your passport, you will need to apply for a new passport with your new name.

 

Passport Application Processing in the Transitional Period

I sent/lodged my application before the new fees came into effect. Will I have to pay the new higher fee?

If we receive your application for a 10-year passport before 30 November 2015, it will be processed as a five-year passport and any over-payment refunded.

Passport applications will be regarded as ‘received’ from the date they arrive at our office.

If you include an email address in your application, we will contact you to let you know we have received your application and have started to process it.

Will I get a 10-year passport if I start my online renewal before 30 November and then submit it on 30 November?

If you start and save your online application before 30 November and then submit it to us on or after 30 November it will be processed as a 10-year passport.

What happens if I short-pay the fee? Will this affect the progress of my application?

If you enclose the old fee and we receive your application on or after 30 November, we will contact you to arrange payment of the difference. You will also be contacted if any of the rest of the application is incomplete.

The processing time for the passport will begin from when we receive your full fee and correct and complete application.

I completed my application using the old forms. Even though I'm applying for my passport now can I get it for the old fee?

If we receive your application on or after 30 November, it will be processed as a 10-year passport.

If you authorised us to charge you the pre-30 November fee, we will contact you to request authorisation for payment of the new fee.

I left my application in the drop box in your office before the 30 November. Does that mean I have to pay the new fee?

We will clear all drop-boxes at the close-of-business, Thursday 26 November 2015 and they will remain closed until Monday 30 November.

If you visit our offices on Friday 27 November we will ask you to personally hand your application to a passport officer, so we can make sure you know you will be getting a five-year passport and paying the old fee if you submit your application that day.

If you left your application in the drop box on or before Thursday 26 November 2015, your application will be processed as a five-year passport at the old fee.

If your application was left in the drop box on or after 30 November 2015 you will need to pay the new fee and you will be issued a 10-year passport.

I sent my passport application before the new fee came into effect. Why can't I get my passport for the old fee?

We can only process applications at the old fee if they arrived in our office prior to 30 November 2015 or if they were left in one of our drop boxes, in our offices, on or prior to Thursday 26 November 2015.

We will clear all drop-boxes at close-of-business, Thursday 26 November 2015.

We are adopting this approach to ensure fairness to all our customers.

Will I be able to check the progress of my application?

Yes, you can contact us to check the progress of your application. A passport officer will contact you if you have sent the old fee and authorisation for additional payment is required.
