EECA's General Managers

Photo of Mike Underhill. Mike Underhill, Chief Executive

Mike has extensive management experience in the gas and electricity sector in New Zealand and overseas. He has been Chief Executive of WEL Networks, TransAlta, and Energy Direct.

He has also had significant governance experience in this sector, and has been chairman of Pacific Energy Ltd, EECA, and Katolyst, the Waikato Regional Development agency. Mike is currently the independent chairperson of the Security and Reliability Council of the Electricity Authority.

He has a Bachelor's degree in engineering, a Master's degree in economics, has completed the Advanced Management Program at Harvard, and is a Fellow of the Institution of Professional Engineers. Mike joined the EECA team as Chief Executive in May 2007.

Ian has had substantial experience in both the private and public sectors. He initially joined the public sector to lead the state sector and public finance reforms in the New Zealand Customs Service. He moved to Public Trust in 2001 to implement a reform programme to return Public Trust to profitability. His diverse private sector experience spans from banking to the motor industry.

He has a Master of Business Administration (with Honours) from Massey University, has completed the Strategic Management Programme at Henley, and is a graduate of the Jonahsm programme. Ian Horne joined the EECA team in October 2006.

Elizabeth first joined EECA in 1996 and has worked in a wide variety of roles covering local government, transport and renewables. She holds a Masters degree in Natural Resource Engineering and prior to joining EECA worked in engineering and fuels consultancy, mainly on energy projects in developing countries. Elizabeth is a member of the Institution of Professional Engineers New Zealand and the Chartered Institute of Logistics and Transport (NZ).

Robert Linterman joined EECA in 2008 to work on the Residential programme.
Robert has extensive experience in business management and re-engineering. He previously held roles as the CEO for Norsewear (clothing manufacturer and retailer) and as CEO for The Wellington Company (a Wellington commercial property company).

Before joining EECA, Greg held a General Management role at Solid Energy where he was responsible for the development and commercialisation of a range of new energy technologies within New Zealand. At scale, these project and technologies were all to be supported by comprehensive carbon management plans which included both geological and bio-sequestration options. Prior to this, he has worked in technical and management roles in New Zealand and South Africa in both petrochemical and gasification industries. He has previous experience with Refining NZ, Caltex and Sasol. Greg holds a Bachelor in Engineering in Chemical Engineering and a Bachelor in Commerce majoring in Business Management.

Ian has considerable experience in the energy sector working in senior leadership positions, including internationally for BP. Onshore he has held senior roles at Transalta, Transpower, the Institute of Directors and he has also consulted in the government sector. 

He has a Masters of Arts Degree (with 1st Class Honours) from Edinburgh University, is a graduate of the London Business School Senior Management Program and a Chartered Accountant. Ian first joined EECA in 2012 as the General Manager Business.

EECA's market delivery teams

EECA has three market delivery teams who work in partnership with stakeholders to improve energy use across all sectors of the economy.

Residential Team

A warm, dry home contributes to better health outcomes as well as lower energy bills. EECA's Residential team works to improve the way people choose to use energy in their homes. The team administers financial incentives for insulation, and runs campaigns to encourage more efficient energy use.

Business Team

In New Zealand 470,000 businesses with 1.9 million employees consume 70% of NZ's energy. The objective of the Business Team is to target the largest areas of economic efficiency potential and deliver training, knowledge and financial programmes to address the key reasons why businesses do not commit to energy efficiency alternatives. Our objective is to deliver significant, cost-effective and sustainable energy savings to assist New Zealand business to become more productive, profitable and competitive internationally.

Transport Team

The Transport sector is an area that offers significant potential for energy and greenhouse gas emissions savings for New Zealand. A new dedicated Transport team consolidates our transport expertise from across EECA, to work to further establish EECA's relevance in this market and the scale of its interventions, including creating and maintaining industry and government partnerships. 

The team will deliver initiatives to assist heavy vehicle fleets, and the individual motorist.

EECA's corporate teams

EECA has two corporate teams whose focus is to provide support, advice, expertise and resources to assist and facilitate the delivery of EECA's statutory obligations, programmes and projects.

Strategic and Delivery Services Team

The Strategic and Delivery Services team co-ordinates the delivery of information and regulation services to ensure the successful delivery of EECA's programmes. It delivers the central functions of the Energy Efficiency and Conservation Act 2000 of supporting and promoting energy efficiency and renewables.

Strategy and Programme Portfolio
The Strategy and Programme Portfolio team ensures EECA has the information it needs to identify the best opportunities to capture benefits through energy efficiency and renewable energy initatives. This includes working with national and international partners to leverage EECA's research funding.

This team manages EECA's programme portfolio planning, research, technology and information management functions; and helps identify and test strategic opportunities and programme design.

Efficient Products
Appliances take up an increasing proportion of our energy use, so it's important to make the right choices about how we choose and use them. The Efficient Products team is a specialist delivery team accountable for the regulation and compliance of standards and labelling programmes, as well as negotiating and fulfilling New Zealand's role in Trans-Tasman and APEC agreements on energy use product labelling.

Marketing
The Marketing team makes sure EECA's programmes reach the target audience, with messages that resonate. Along with the high profile Energy Spot television series, the team delivers campaigns to promote home insulation, efficiency lighting, fuel efficient driving, and energy efficiency in business.

Through EECA's websites, the team makes sure New Zealanders have access to useful, reliable information about energy efficiency and renewable energy.

Communications and Government Relations
The Communications and Government Relations team undertakes corporate communications to build EECA's profile and ensure the relevance of EECA's work is understood. The team also oversees EECA's relationship with the Minister and other government agencies.

Corporate Services Team

The Corporate Services team provides support services to ensure that programmes meet the high quality standards required. The team also supports the effective governance of EECA's work and fulfils EECA's public service responsibilities.

Finance and IT
The Finance and IT team is responsible for providing financial and IT processes, systems and outputs for EECA. This group provides support to managers and staff within EECA to assist them to deliver their project milestones and outcomes.

People and Property
EECA's People and Property team focuses on attracting and retaining talented staff, and overseeing their training and development; while ensuring the delivery of quality property and facilities management and office support services across the organisation.

Business Intelligence
The Business Intelligence function ensures that there is alignment and a clear line of sight between the annual business plan, the four year plan, and EECA's strategic plan with robust and timely reporting against these plans to the required stakeholder groups. It works collaboratively across EECA to translate data and information into business intelligence and insightful reports to assist in the successful delivery of programmes.

Contracts and Grants Management
The Contracts and Grants Management team coordinates GEM - the EECA-wide grant enterprise management software system. GEM actively supports grant-based contract management - variation, extension and closure processes, as well as non-grant contracts. The team works with Finance to approve payments and provide a suite of reports to support the requirements of EECA delivery teams. It's important that work carried out under EECA's programmes is to a high standard. This includes the installation of insulation and clean heating. EECA's Quality and Assurance function is responsible for implementing and maintaining Quality Assurance and Auditing programmes, and providing training to external auditors.
