Before taking up her present role in 2009, Carolyn was contracting with the Ministry of Social Development in a series of roles including Principal Advisor, acting General Manager, Working Age People’s Policy, acting Director, International Services and acting General Manager, Older People’s Policy

Before joining MSD Carolyn was acting Chief Executive, Ministry of Women’s Affairs from January to April 2006, and has worked as a senior manager in the Ministry of Fisheries and as a senior advisor in a Minister’s office.

Carolyn holds a Bachelor of Laws from the University of Canterbury, and a Masters of Laws from the University of Michigan.

Stephen Crombie was formerly General Manager of Government Technology Services in Internal Affairs, a role he held since July 2009. He worked previously for State Services Commission, Tait Electronics, Telecom New Zealand, and Ericsson, holding senior management role in sales, marketing and operations in UK and New Zealand. 

Stephen has a Master of Science in Management of Technology from the University of Sussex, UK and a Diploma in Management Studies from Brighton University UK.

    John Hamilton

John Hamilton CNZM, MVO, has held the role of Director, Ministry of Civil Defence & Emergency Management since 2006. Before that John was Chief of Air Force with the rank of Air Vice-Marshal.  As an Air Force cadet he gained a Bachelor of Science at Canterbury University, trained as a helicopter pilot and completed command courses in the United Kingdom and the United States.

Craig Armitage - Acting Deputy Chief Executive Policy, Regulatory and Ethnic Affairs

    Craig Armitage

Craig Armitage was formerly Acting Deputy Secretary Regulation and Compliance in Internal Affairs. He is on secondment from the Department of Labour. 

Craig was previously Group Manager of the Department of Labour's Workplace Policy Group, and Acting Deputy Secretary, Workplace during 2008 and 2009, where he was responsible for policy advice, and regulatory and service delivery across the Labour portfolio, and policy and crown entity monitoring advice in the accident compensation portfolio. Prior to this Craig had undertaken a variety of policy, service delivery, and corporate roles, working across the Labour, Employment and Accident Compensation portfolios both at the Department of Labour and overseas.

He has an honours degree in Social Sciences (1990) from Massey University. He has also completed further executive education at Cranfield Business School in the UK and the Harvard Kennedy School in the US.

    Greg Goulding

Greg Goulding was formerly Acting Chief Archivist and Chief Executive of Archives New Zealand. Greg has worked for Archives New Zealand and its predecessor National Archives, since 1989.

Before taking up the acting Chief Executive role, Greg was Group Manager, Government Recordkeeping. He has worked across the department, in archival, corporate and management roles.

Greg has an honours degree and BA from Canterbury University and a Post Graduate Diploma in Information Management from the University of New South Wales.

Norah Familton - Acting Deputy Chief Executive Shared Services Branch

    Norah Familton

Norah Familton was formerly Director, Business Services in Internal Affairs. Norah began her career working in libraries in New Zealand and Canada. Before moving into general management she was City Librarian at Dunedin Public Library.

She was General Works Manager, Human Resources Manager and, finally, Organisation Development Manager with Dunedin City Council before leaving the Council to take up a position as Branch Manager, Relationship Services.   She then worked, for ACC, most recently as General Manager, ACC Operations and General Manager, Customer Centres.

Norah rejoined Dunedin City Council in September 2000 as General Manager Information Management and became General Manager, Customer Services in November 2003. She was transition manager for the amalgamation of six local authorities.

Norah has a BA from Otago majoring in economics and political science, and an honours degree from Canterbury, and a New Zealand Library School Diploma with credit.
