It’s official – the World Health Organisation (WHO) Report 2000, providing an international comparison of health care systems, ranked New Zealand’s overall performance 41st out of 199 member countries. We are ranked below Columbia (22nd), Chile (33rd) and Cuba (39th) and only slightly ahead of Croatia (43rd).

Hon. Ken Shirley: I raise a point of order, Mr Speaker. Leave was sought, but there was some confusion at the end. Certainly, no one opposed Steve Chadwick taking her additional time. My recall, if I can be of assistance, was that Mr Steve Franks was to have the second slot for the ACT party--5 minutes--that there was some debate and uncertainty over whether New Zealand First would have 3, 4, or 5 minutes, then we had a right of reply.
