Disarmament Education UN Implementation Fund


The Disarmament Education UN Implementation Fund (DEUNIF) is intended to assist New Zealand Non-Government Organisations (NGOs) in implementing the recommendations of the 2002 United Nations’ Study on Disarmament and Non-Proliferation Education.

Applications are considered by the Public Advisory Committee on Disarmament and Arms Control (PACDAC) and administered by the Department of Internal Affairs. PACDAC was set up with the establishment of the New Zealand Nuclear Free Zone Disarmament and Arms Control Act 1987.



Terms of Reference
  • This Fund is intended to assist New Zealand Non-Government Organisations (NGOs) in implementing the recommendations of the 2002 United Nations Study on Disarmament and Non-Proliferation Education .
  • Many of the Study’s recommendations are written for the action of UN member states. For the purposes of this Fund, however, the actions can be taken by New Zealand Non-Government Organisations (NGOs).
  • NGOs applying for this funding should demonstrate how they would implement at least one of the recommendations in the UN Study on Disarmament and Non-Proliferation Education.
  • NGOs may apply for core funding for ongoing work programmes for up to three years.
  • PACDAC may at times approach NGOs to contract particular work to assist in implementing the Study.

It would be an advantage for applicants to:

  • Be able to demonstrate an institutional capacity to undertake the work/project;
  • Have a proven record of achievement in the area of disarmament education;
  • Have relevant qualifications to perform the work in question;
  • Have a advantage to build capacity for national outreach/effectiveness;
  • Be in a position to network with and share knowledge/resources with similar NGOs and with government officials overseas and with the United Nations to increase the impact of the work, where this is applicable;
  • Have a national and international focus for their educational activities.

Individual Applications

Individuals, if they wish to apply, would need to do so under the umbrella of an NGO. The funding would be paid to the NGO, which would be accountable for it. Some examples of eligible funding are:
  • ongoing core funding for some NGOs (in up to three-year blocks);
  • longer-term projects like a website;
  • training or knowledge-gathering opportunities eg: attendance at a conference overseas (provided it could be demonstrated that it would contribute to the implementation of the UN Study on Disarmament and Non-Proliferation Education).

Closing date: 31 May of each financial year.

2004

Disarmament & Security Centre (DSC)
NZ $60,000.00 was granted to the Disarmament and Security Centre for the core running costs and salaries for 2 Disarmament Educators, the Peace City Co-ordinator and travel for 2 staff.

Peace Foundation
NZ $21,000.00 was granted to Peace Foundation for the costs of the annual work programmes. This includes newsletters, the schools' peace week, peace awards, rental, salaries and core running costs.

Wellington Office - Peace Foundation
NZ $24,000.00 was granted to the Peace Foundation for the annual salary and office running overheads for the Wellington Office.

Parliamentary Network - Nuclear Disarmament Global Office
NZ $25,000.00 was granted to the Parliamentary Network Global Office for the costs of their co-ordinator's salary, intern expenses and the running costs associated with the organisation.

International Association of Lawyers Against Nuclear Arms - Pacific Office
NZ $20,000.00 was granted to I.A.L.A.N.A. Pacific Office for the cost of salary expenses, travel and office overheads for the organisation.


2005

Disarmament & Security Centre - Christchurch
NZ $60,000.00 was granted to the Disarmament and Security Centre for its annual operation costs. This includes salaries for educators and co-ordinators to run the Centre's work programmes and for office administration costs.

Peace Foundation - Auckland Office
NZ $29,500.00 was granted to the Peace Foundation Auckland for their annual operational costs and to assist with the continuation of the organisation's annual work programmes.

International Association of Lawyers Against Nuclear Arms (Pacific Office)
NZ $15,000.00 was granted to the International Association of Lawyers Against Nuclear Arms (Pacific Office) for the office to carry out various work projects during the year and for the associated travel costs for staff members.

Peace Foundation - Wellington Office
NZ $25,000.00 was granted to the Peace Foundation Wellington for operational costs of their Wellington Office, this includes staff salary, travel and running of their annual work programmes.

Parliamentary Network for Nuclear Disarmament - Global Office
NZ $20,500.00 was granted to the Parliamentary Network for Nuclear Disarmament for the global office's annual operating cost.
