Churchill Fellowships are intended for travel, typically short term of between three weeks and three months duration, for intensive investigative research.

The Trust helps all kinds of New Zealanders - including community workers, engineers, business people, actors, teachers, nuns, artists - to travel overseas and bring back with them new insights and understanding that will enrich their community and, ultimately, New Zealand as a whole.
Applications close on 31 July each year. Fellowships are announced the following December.

About the Trust


Sir Winston Churchill believed that world peace and greater international understanding could be promoted through ordinary people travelling to other countries and experiencing other cultures.

In his honour, the Winston Churchill Memorial Trust assists New Zealanders to travel overseas to learn more about other people and cultures and to investigate topics that will help them to increase their contribution to the community and their trade, industry, profession, business or calling.

The Winston Churchill Memorial Trust is a trust fund which was established in 1965, by Act of Parliament, with funds from both the Government and the public. Since then, net income from investments has been used to award up to 25 Churchill Fellowships each year. The Trust is administered by the Department of Internal Affairs.

New Zealand Winston Churchill Memorial Trust: Fellowship Application Guidelines

Applications close on July 31 each year. Fellowships are announced the following December. The next available Fellowships are for travel and research being undertaken in 2005, and applications close on Thursday, July 31, 2004.

Successful applicants will be advised of an offer by the Trust Board in December 2004 and, if accepted, the applicant will then be required to prepare a formal itinerary for approval before the Fellowship is paid to the applicant.

The Trust Board places great importance on the benefits of the project for New Zealand. Applicants must therefore state clearly what the benefit will be, and how they are qualified to discover and promote that benefit.

The criteria for eligibility of applicants and projects include the following:
  • All New Zealanders, either citizens or people normally resident in New Zealand, may apply for a fellowship.
  • The Trust does not grant fellowships for the gaining of academic or professional qualifications.
  • Fellowships are not normally granted for attending academic or professional conferences.
  • Short courses which form part of an eligible project will be considered.
  • Applicants should be able to indicate that the project will benefit New Zealand as well as enhancing their own life, work or business.
  • Fellowships are granted for travel outside New Zealand only.

Fellowships are subject to any conditions the Trust Board may consider necessary including the following:
  • Projects must be carried out in the year immediately after the year of application.
  • Recipients must return to their position in New Zealand when they have completed their projects.
  • Recipients must submit a full report on their projects within six months of their return to New Zealand. These reports are circulated by the Trust.
  • If all obligations are not fulfilled, the Trust may consider approaching referees to help ensure compliance and/or may consider full recovery of any funding.
  • The decisions of the Trust Board are final.
The Trust will make a contribution to the all-inclusive costs of travel of the successful applicants. Applicants are expected to meet not less than 20% of the total estimated costs and must be prepared to contribute more if they are able. While consideration will be given for grants of up to NZ$10,000 the average for grants is from NZ$5,000 to NZ$7,000.

The Trust Board does not accept any responsibility for increased costs.

Travel costs
The Trust Board requires evidence that costs of travel are at the best available rates. You are asked to attach to your application a printed and signed quote from your travel agent as evidence of the costs you list.

Please note that there is a limited income from the Trust Fund. The Trust Board's aim is to distribute this income as widely as possible for the greatest benefit to New Zealand. The greater the effort by applicants to meet their travel costs, then the greater will be the number of applicants whom the Trust Board can help.

Applications may be handwritten or typed, as long as they are legible. For a copy of the official form, please go to Application for a Fellowship.

Applications must be lodged at the Trust Board's office, or postmarked, no later than 31 July 2004. Late applications will not be accepted.

Applications must be clear and concise, with all text confined to the spaces provided in the application forms. This may mean selecting only the most relevant qualifications and experience and being concise in the description of the project.

Please do not send any additional information (other than the requested travel quote). Any additional information provided will not be considered during the assessment process. This is to ensure fairness to all applicants and to minimise the amount of material that is photocopied.

The closing date for references is also 31 July 2003. One of the references must be from your employer, sponsoring organisation or professional body where appropriate.

Late references may result in exclusion of the application from consideration. It is the responsibility of the applicant to ensure that referees provide their references by the due date.

Do not fax or e-mail any material. The Trust Board requires original and signed documents and that these be sent to its post box or couriered to its office.

Applications must be for travel between 1 January and 31 December 2005. Applications for travel earlier or later than these dates will not be considered.

Project Categories
The first page of the application form asks applicants to choose a subject category for their project. These categories are as follows:
  • agriculture
  • arts
  • community / social welfare
  • education
  • environment/conservation
  • health
  • law and order
  • libraries/museums/history
  • media/publishing
  • public administration
  • sport and recreation
  • technology and science
  • trade/industry/commerce.

These categories are for administrative purposes only and are not intended in any way to limit the wide range of applications considered by the Trust Board. Therefore, if none of the above categories apply to your project, list "Other" on the application form.

Download an application form (106k). Once the form is downloaded to your computer, you can print it, then complete it using a pen and return the form to us by mail or fax. Forms are in Adobe Acrobat (.pdf) format. You need to have the Adobe Acrobat Reader installed on your computer. You can download a free version from the Adobe site. Mark Ashby – Wellington
Awarded to research approaches to controlling the establishment of wind turbines under local environment regulations, in the United States, United Kingdom, Denmark, Germany and Australia.

Douglas Drysdale – Palmerston North
Awarded to investigate more efficient ways of supporting principals in small schools in England, Scotland and Prince Edward Island.

Brent Efford – Wellington
Awarded to study urban rail and public transport systems in the United States, with a view to upgrading Wellington's regional rail system.

Jo Hume – Auckland
Awarded to visit export and other organisations that are aware of international consumer trends on sustainability issues, in the United Kingdom, Europe, Australia and the United States.

Carmen Knowler – Dunedin
Awarded to examine drainage services and administrative processes in the United Kingdom, with a view to applying best practices to the New Zealand drainage trade.

Graeme McIndoe – Wellington
Awarded to study recent successful British and European urban development initiatives and assess potential for application in New Zealand.

Chris Oldham – Christchurch
Awarded to study the management of heritage buildings in the United Kingdom and United States.

Jo Randerson – Wellington
Awarded to attend the Summer Literary Seminar in St Petersburg and participate in the Russian arts community.
