Management Team

Christopher Blake

Christopher Blake is Chief Executive of the Department of Internal Affairs and Secretary for Internal Affairs. He took up the position from 4 June 2002.

Christopher was previously Chief Executive of the National Library of New Zealand and National Librarian, a position he held for four and a half years. He was Chief Executive of the Ministry of Cultural Affairs from 1991 to 1997. Christopher began his career as a civil engineer, although he has held numerous positions in arts administration.


Anne Carter

Anne commenced her public sector career at the Department of Mäori Affairs undertaking a variety of support and corporate roles before moving into policy. Her first role was with Manatu Mäori, which soon progressed to managerial roles, finally as Manager, Mäori Labour Resource at Te Puni Kokiri. After a secondment to manage Te Ohu Kai Moana's 1993 lease round she moved to the Ministry of Women's Affairs in a policy management role before being appointed to a Sector Manager position at the Office of Controller and Auditor General. She became Chief Executive of the Ministry of Youth Affairs in 1999, initially in an acting capacity, until the recent transfer of Youth Affairs to the Ministry of Social Development. She was acting Chief Executive of the Ministry of Women's Affairs at the time of her appointment to the Department of Internal Affairs. She took up her position on March 1 2004. Andrew SeckerAndrew was appointed Deputy Secretary Regulation and Compliance on 1 March 2004. Andrew's experience has largely been in the South Australia state government sector, where he has been extensively involved in regulation and compliance issues. He arrived in New Zealand in 2003 and since then has been with the Land Transport Safety Authority. As Deputy Secretary Regulation and Compliance, Andrew has the following people reporting to him:

Keith Manch
Acting Director Gaming and Censorship Regulation

Keith Manch is Acting Director of Gaming and Censorship Regulation. Before joining the Department in February 2002, Keith was General Manager of the Ministry of Consumer Affairs, a position he held since 1995. Keith began his career as a police officer, became an investigator with the Commerce Commission and went on to become National Manager in its Fair Trading Division where he played a significant role in developing investigation, enforcement and compliance policies. He has worked closely with the private sector on developing codes of practice and disputes resolution processes. Keith has a Master of Communications degree from Victoria University of Wellington. Annette Offenberger
General Manager Identity Services

Annette Offenberger is General Manager of the Identity Services Group. She was previously Divisional Manager of Passports and Citizenship and has worked at Internal Affairs since 1979 in a variety of information technology, management and advisory roles, including Information Systems Manager.

Annette studied Sociology and has a post graduate diploma in Communications. Her interests are combining strategic management with an emphasis on information management and systems. In 1998 she attended the six-week Executive Programme at Stanford University, USA.

Pam Madgwick
General Manager Executive Government Support

Pam Madgwick was appointed General Manager, Executive Government Support in December 1998. She has been with the Department since 1994 in a range of management positions primarily with a constitutional, heritage and Commissions of Inquiry focus.

Pam has a Bachelor of Music, a post-graduate Diploma in Librarianship and has completed the Senior Manager Development Programme at the Australian Graduate School of Management.

Ben Bush
Acting Director Strategic Support

Ben Bush was appointed Acting Director Strategic Support in November 2003. He has been the Department's General Manager Finance and Performance since July 2000. For the two years prior to this he was Business Information Manager, Department for Courts. Ben has a strong financial background in manufacturing and retail and has held financial controller positions in large private sector organisations such as Angus & Robertson Bookworld and GP Print.

Ben holds a BCA in accountancy and economics from Victoria University, an MBA from Henley Management College and a Marketing Diploma.

John Norton
Director, Ministry of Civil Defence and Emergency Management

John Norton is Director of the Ministry of Civil Defence and Emergency Management. He joined the Department of Internal Affairs in 1998 after seven years as Group Manager, City Development at Hutt City Council.

He qualified in civil and earthquake engineering and has led teams to Los Angeles following the Northcote earthquake, and visited Kobe for a joint conference (USA/Japan/NZ) after the Kobe earthquake.

John is a founder member of the Wellington Lifelines Group, which develops risk and recovery plans for public utilities.

The Ministry of Civil Defence and Emergency Management is a semi-autonomous body associated with the Department of Internal Affairs.


Sonja Rathgen
Director, Office of Ethnic Affairs

Sonja Rathgen is Establishment Director of the Office of Ethnic Affairs. Sonja has 11 staff reporting to her in the Ethnic Affairs role.

Sonja has academic qualifications in history and sociology. The bulk of her career has been spent in the Ministry of Social Development, on community policy and income maintenance issues.

Sonja has been in the department for four years. During that time she has been business advisor in the Policy Group, Policy Manager for identity, community and ethnic affairs and Policy Manager in the Community Development Group - a position she currently holds while on secondment to the Ethnic Affairs role.

The Office of Ethnic Affairs is a semi-autonomous body associated with the Department of Internal Affairs.


Janice Calvert
General Manager Capability and Communications

Janice Calvert is the General Manager of Capability and Communications group, having previously been General Manager of the Gaming and Censorship Regulation Group, and before that, General Manager of the Lottery Grants and Trusts Group. She has a Masters degree in Public Policy.

In 1998 Janice was awarded a Chevening Aotearoa Fellowship. She has also completed courses on Interpersonal Skills for Senior Managers at London Business School, and Strategic Leadership at Oxford University.

Alison Fleming
General Manager Information and Facilities

Alison Fleming was appointed General Manager of the Information and Facilities Group in July 2000. She joined the Department in April 1998 and soon after became Manager of Knowledge, Information and Technology. Previously Alison had a lengthy IT career in the tertiary education sector, in both academic and administrative management.

Alison holds a BSc in information science and a Diploma in Business Studies.
