Changes to New Zealand Passport and Citizenship Overseas Service

From 1 April 2004 New Zealand Ministry of Foreign Affairs and Trade (MFAT) posts will no longer issue full validity manual passports or first time passport applications. The MFAT posts will also no longer process applications for citizenship by descent, though they will continue to be issued by the Department of Internal Affairs in New Zealand, Sydney and London. These changes are being implemented to improve the security and integrity of the New Zealand passport and streamline citizenship by descent application procedures.

Changes to Overseas Passport Services
The changes will mean that overseas posts can issue a manual passport for a 12 month validity period for New Zealanders who have previously held a New Zealand passport. These limited validity passports will be only issued in emergency and compassionate situations. All other applications - ie: longer validity passports and first time passport applications - will need to be forwarded to our nearest issuing office. If you lose your passport while overseas you should contact the nearest New Zealand Embassy, High Commission or Consulate who can assist you.

Overseas posts will continue to have stocks available of relevant passport application forms or you can access forms here. Staff will also be available to assist with questions you may have about completing the forms and other issues related to the passport issue.

Changes to Overseas Citizenship Services
MFAT (Ministry of Foreign Affairs and Trade) posts overseas will not process applications for citizenship by descent from 1 April 2004. Applicants will be required to forward their application to the Citizenship Office in Wellington, Sydney or London. A passport application may be included with the descent registration and appropriate fee to reduce turnaround time.

The Department of Internal Affairs offices in Sydney and London will continue to issue full validity, machine-readable passports and process citizenship applications by descent.
